Allow Approvers to create their own campaigns Merged

Some users on the approval team might need to be able to create their own campaigns. The use case is business redundancy (so multiple users can back-up each other and have visibility on campaigns) for Collaborators users to also behave like Editor roles, as well as Approver roles to be able to create campaigns like Collaborator roles.
