Visually Reorder / Categorize Launchers

Ideally, when an Admin clicks on "Launchers", they will be able to "Add a Folder" and categorize based on preferences (similar to users within groups).

Admin should also be able to group and reorder Launchers.

    Apologies for the confusion - this task was updated to "Shipped" by error. We're still working on it.
    This idea was merged with JETO-I-38 Add grouping/tag function to Launchers and Campaigns which has been updated with a detailed scope.
