To accomplish that, you just need to share the Launcher with a user that combines 2 roles: Viewer (so that they access other users' campaigns and Creator - so that they get access to cloning. This can be done in their system user profile or overwritten for specific Launcher using the "Approval Team" settings.
Thanks @Cat. This ideas is very similar to allowing other Collaborators to see each other's campaigns. Can you confirm that, addition to cloning, user should be able to "view" campaign (form data& preview) but not edit nor approve?

Yes @David. I think users should be able to clone but based on roles and permissions, not be able to edit or approve the original campaign.
