For some customer, there is a need to download the HTML for localization tools. This should be a setting that can be turned on or off at the launcher or account level.
Because it's possible we won't want all users to have the ability to download the HTML (either because it's a distributor model and there's a copyright at the head office level or to mitigate the risk of users then uploading the HTML elsewhere and sending emails from a different tool)
It was mostly because I don't feel this is applicable to all customers but also, some companies with high security parameters will not want their end users to be able to leave with HTML in their hands.
