New "Approver" role & campaign approval process

It would be very helpfully to have one more role, an “Approver” Role, basically an admin without the user manager access.

Set new username to lowercase format by default

When a new user is created, to ensure consistency and prevent user error when logging in, please set the system default that usernames must be in lowercase format.
